I see based your signature that your website is hosted in Amsterdam. Overseas speeds will always be inherently slower, but your speed is not normal for our customer base. In fact, I'm getting 644KB/s testing remotely on a shared DSL connection.
If you would like, please forward a traceroute by email to sales@800hosting.com and I will pass this along to our support staff. Perhaps the route between your hosts provider (Interoute.net) and Teleglobe is a bit busy as the latency seems to increase significantly on that overseas connection.
